I think the most likely cause of "why Japanese cannot speak English"
is that they don't have anything to talk in particular. They do not only
know how to talk to native speakers of English, but also how to
communicate with their neighbors in Japan. In other words, they don't have
skills to communicate with people in general. There is a deeply rooted tradition of
avoiding communicating with neighbors in Japan and it seems very difficult for them
to get over the fears and speak up.
